Understanding the New Support at Home program

The Australian Government is introducing the new Support at Home program from 1 July 2025. This will replace Home Care Packages (HCP) and Short-Term Restorative Care.

The Commonwealth Home Support Programme (CHSP) will transition to the new program no earlier than 1 July 2027. Until that time, CHSP will continue to operate as a separate program for existing clients and new clients with low-level needs.

Support at Home is designed to help older Australians remain independent and well at home for longer by reducing wait times, improving access to services, and ensuring funding is tailored to individual needs.

Key changes include:

  • More tailored support: Care will be offered across eight funding levels, allowing for more flexibility to match individual needs.
  • Shorter waiting times: Faster access to services and interim funding may be available while waiting for full support.
  • New Single Assessment System: Simplified and improved the experience of older people as they enter and progress through the aged care system.
  • Separate funding for home modifications: Support for equipment and upgrades like handrails or ramps, with funding up to $15,000.
  • More support options: New short-term care types will be available, including restorative and end-of-life care.

How this affects you

If you’re already receiving a Home Care Package, your services will automatically transition to the Support at Home program on 1 July 2025. There’s no need to reapply and your funding level will remain the same unless your care needs change.

What you might pay

The government will continue funding most services, but a new contribution structure means your fees will depend on your income and the types of care you receive.

  • Clinical care (e.g., nursing, allied health): fully funded.
  • Independence support (e.g., personal care, transport): partially funded.
  • Everyday living (e.g., cleaning, gardening): higher contributions.

Government-set price caps – a fixed price list – will be introduced from 1 July 2026.
